From the Annual Highway Report card, someone gets to claim the spot of best in the Overdrive magazine survey of the Best and Worst Roads. And this comes from the source, over-the-road truckers. The top 5 include:

1.	Texas
2.	Tennessee
3.	Nevada and Virginia (tie)
4.	Florida - The roads hear are great I drive from Ohio every year
5.	Georgia and Ohio (tie) - Personally I think Ohio should win, but I am biased
